The Importance of Health and Safety Representative Training in the Workplace

Under the Health and Safety at Work Act 2015 (HSWA), every worker in New Zealand has the right to participate in health and safety matters in the workplace. One of the most effective ways this happens is through the election and training of Health and Safety Representatives (HSRs) — a vital link between workers and management when it comes to creating safer, healthier work environments.

To carry out their role effectively, HSRs must be equipped with the right knowledge and skills. That’s where Unit Standard 23915 – “Describe the role and functions of the Health and Safety Representative in a New Zealand workplace” comes in. This training is part of the prescribed initial training under the Act and provides HSRs with the foundation to:

  • Understand their powers under the HSWA, including issuing Provisional Improvement Notices (PINs)
  • Identify workplace health and safety risks
  • Represent workers in health and safety matters
  • Support worker participation and engagement processes

Successfully completing Unit Standard 23915 gives HSRs the competency and confidence to advocate for safer practices, raise concerns, and work collaboratively with the PCBU (Person Conducting a Business or Undertaking) to reduce harm.
